You can find out which organization or internet provider an IP address belongs to using a WHOIS or IP lookup tool, but you cannot identify the actual person using it. These tools show details like the internet service provider, the country and city the address is registered to, and sometimes the organization that owns that block of addresses. Only the internet service provider knows which specific customer was using an IP address at a given time, and they only release that information to law enforcement with proper legal authorization such as a court order. Ordinary lookup tools give you general network information, not personal identity details tied to an individual.
